Is the icon for the file a black rectangle with a small white dots at the top? Also, are the Pcad2000 files coming from an old computer running OS9?
When our office transitioned to OS 10 we had some similar problems, we had been using an old NT server. We found out that OS 10 did not support appleshare on the NT server which made the files become unix executable files. We also had the same kind of issue with emailed files from an OS9 computer to an OS10 computer.

The file correction that we used was a program called FILE BUDDY, with it you can set the file type and creating program and make it readable. http://www.skytag.com/filebuddy/

This same issue moved us away from the NT server for file storage.

I have used FileType when webmail occasionally corrupts or tweaks the creator codes or file type. Has worked every time.

Or you can use engsw's file type restore application but they've disable the downloads link on their website for some reason.
