Hi,
we are currently looking to build a new office building approximatly 200 000 sq.ft. .We are in contract negotiation with an architecural firm and we are wondering if there people that specialise in evaluating architecture contract?

any help will be appreciated!

Architects tend to prefer AIA contracts which is fairly industry standard, and isn't biased... Just like above though, I would still strongly recommend a Real Estate Lawyer which has a lot of experience with this.

what about negotiating the fee? is it necessary to split the base building cost and the interior design cost?.....can we refer to chart to ensure the % ask is acceptable?

Fully capture the fees for architect and consultants to the greatest extent possible as a general rule, there may, however, be good reasons not to include certain consultants as architects consultants. Try a B141 AIA contract and negotiate the scope of work you need. AIA contracts are well known to the court system in the United States so they are comparatively safer.

Get legal advice, talk to your bank and talk to your insurance companies to properly insure the project. Put bonds in place before you build. Make certain you have a contingency fund set up. Typically to the extent possible try to have the building leased before you build it.
