ACAD “Layer States Manager” system

I received a DWG file wherein the sender states they used the AutoCAD “Layer States Manager” system. When I open the file in PowerCADD layers are missing compared to the original. I've translatedboth paper space and model space. (There are no XREF's etc that were sent or needed for this file.) I have never seen this problem before. Does PowerCADD have a fix for this?

They re-sent the file with the layers "unfrozen" but the result was the same, I only had some of the information from the original file when translated in PowerCADD.

I can see the correct layers in eDrawings, so I know there are more layers to the drawing.
