I suppose you know about an HID concept known by various names, but perhaps best as a 'pie' menu? Here's one source of info about this intriguing [and not new] idea: www.piemenus.com.
As an input concept, the idea is that as you move the mouse from a central position [accessed by the control key, I suppose], you move from the general to the particular. Further, the 'pie' is divided into wedges, or pieces, that could each be unique representations of tool groups or menu groups. As a shortly-considered example, perhaps moving to the upper right moves you into an area where polygon/bezier tools are available. One could easily visualize a transparent, pie-shaped background becoming engaged during this operation, containing memnonic hints as to area functionality.
But as to your comment that more command keys are not the answer, here I disagree; the human ability to easily adapt to keyboards, as in typing, is well explored, and plainly observed. I have noticed that in my own case I add about 5 more keys to memory each week on the extended keypad, with very little actuall effort.
