I'm a little confused on the latest PC file formats.

The documentation on the ES website talks about PC7 and PC8 using the same file formats, but I have noticed that in PC8 you can save in either PC7 or PC8 formats.

Why would that be necessary if they are the same?

You're correct, it is not necessary to perform a save as to open PCD8 files in PCD7.

Several years ago EngSW implemented a 'save backwards one version' model in the Save As menu. For example PCD6 could save back to PCD5 (2000), etc.. What you're seeing is consistent with that approach so I'm guessing that's all it is: compliance to being able to save back one version. While in this case it isn't technically necessary, I can see the logic for putting it there to communicate the last officially supported backwards file format.

Just an educated guess.
