Presumably all this off-shoring will only work until the wage levels in the two countries have equilibrated. Are there any studies out there as to when China and India will reach US wage levels in selected professional capacities (taking into account current debt levels, which is really just a decrease in wealth and earning power the US has yet to acknowledge)?

Some interesting issues were brought up here.
One who is not an architect cannot simply by drafting be considered an architect.
Outsourcing can be a viable solution, if managed by the correct company and with the proper outsourcing firm. Otherwise, it can become a headache.

To summarize:
An architect is one who through experience, education and ability conceives of a building's design.
A drafter is one who put lines on a piece of paper (or the digital equivilent), frequently documenting the ideas of others.
Outsourcing is likely to continue to grow, but it will be extemely challenging to make this work, given the incredible complexity of the design and constuction documentation process. I appreciated the real world experiece shared by Architorture.
