Yes.

It would seem clear that, as fuel (i.e., conventional energy) prices rise, each of these alternative strategies becomes more cost-effective by comparison.

Yes that is true but I think the comparison to look at is cost of solar generated electricity and a conventional AC system along with other types of passive and active cooling systems.

Also geothermal AC is basically the same concept except they are usually a closed system.

In the Leopold Legacy Center they used fans and UV filters so that it wasn't a passive system. I think the first thing to look at always needs to be passive so that if we want to use the Earths temperature to cool than berms, adobe, partial submergence, sod roofs, etc. are the way to go.
